Bear in mind this: every really bad crime is the sole responsibility of one person, working alone, who isn't affiliated to any organisation (so we'll feel happy and safe when thy're caught - because then there are *no* other bad guys out there). Also, note how war is so good, and never ever comes at a time when western nations are in economic trouble. Rather like royal weddings, in fact. Honest.

Laws were made to be broken - tribal cultures don't have laws that say don't do something (invariable something human nature) but rather have actions aimed at minimising the damage.
Now I've [re]written that, I've forgotten how I was going to relate it to jan*'s really bad criminal! I'm not going to say that society is to blame for the criminal's action, but I think that the backdrop adds more to the scene than you'd think.
