Doctors - technically not a soap, perhaps, because it runs in distinct series, but all the basic ingredients of open-ended drama with recurring characters in multiple storylines.
I have a soft spot for it because my first full-show TV script ever, finished just a few weeks ago, was a 'Doctors' script for the BBC's 'Talent' competition. Did any other H2G2ers enter?

If you can have Doctors, why not ER? Also technically not a soap, but still addictive!!

Well this is difficult one. How exactly do you define a soap?
I would class ER & Doctors as a drama serials rather then a soaps. As most of Livzy's suggestions. Though I will give him Prisoner Cell Block H!
I have taken soundings around the office and we think that soap operas are continually running TV series that are based around a specific area and at least on specific family. They are neither comedy nor drama but contain elements of both as well as social commentary.
They also always have at least one character who makes you cringe!
