It can just about be done:
U182712 = 1*((7^2)+2-8-1) = 42

Err... unless I've missed something the numbers need to stay in their original order...
How about
( -1 + 8 )*( 2 + 7 - 1 - 2 ) = 42
instead?

The 7^2 bit is cute though...how about:
-1-8+2+7^(1*2) = 42
