(8^2) - ((9+0!)*6) + 4! + 8 + 6 = 42

The numbers do have to be in their original order.

2*0-6+46*(9-8) would work (done by hand)

Taking a lazier approach, my solution-finding program suggests:

2*0-6*4-6+9*8
2*0+6*(-4-6+9+8)
2*0*6-4+6*9-8
2+0-64+6+98

Achly 2*0-6+46*(9-8) doesn't work (=40) BUT

2+0-6+46*(9-8) DOES (=42)
