Yeah this got me thinking.
The problem being of course that a 16 year old body has not matured so the breast tissue, no matter how little fat there is, would be permanently laced with scar tissue and possibly inhibit any form of breast feeding in later life - the body is a strange thing when it comes to surgery and perhaps only necessary surgery should be the way to go for the young.
