There's a few bits early on which could do with tags to seperate them out. You also use the word 'baseline' twice in the space of a few lines (admittedly over two paragraphs) at the end - could you change one?
I've never heard of it, it sounds interesting and I think you've done a good job of making it understandable.

As you said, the project was flawed but invaluable as a design brainstorm. If I was part of a design review panel, and reading this through for the first time, my immediate reaction would be that the mechanics of separating and jettisoning 700 tons of stage 1 at 7% of light speed would result in end of mission.
A couple of typos I spotted en route:
<> t missing
There are two full stops where footnote 2 occurs in the text. Also the '2' should be inside the full stop

footnotes 3,4 and 5 need full stops at the end

This is a good piece
Lose the tags, change the s to s and turn those curly double quotes into single quotes, though.

Elentari, any more specific changes for the first bit? I've take Alex's suggestion of removing the br tags and replaced them with tags - does that split it out enough or need more work?
