A Conversation for What Happens after your Entry has been Recommended?

I am curious about how entries (that have been recommended by the scouts) are chosen to go to sub-editors. Are they chosen by ascending numbers, or by the length of time that they have been on the 'recommended' list? This is not covered in the article on sub-editors; it just says that each sub-editor gets a certain number of entries to edit. I'm simply wondering how they're chosen, and whether or not the process is random.
I'm also wondering approximately how long (on average) it takes an entry to move from the recommended list to the sub-editor.
Not in any big hurry, just insatiably curious!
