Question about transfer activity

If we transfer players among ourselves, does that count towards the 11-transfer limit?
I also somehow feel that we should differentiate between transfers made for form reasons and ones made because of injuries - I can see the point of limiting transfers to limit too much chopping and changing of teams, but it does seem a bit harsh if that takes away managers' ability to respond to players being injured.
For example, when one of my key players (Shaun Wright-Phillips) was out for a month or two towards the end of the last season, if I hadn't been able to get in a replacement then the loss of point-scoring-ability would have knocked me right out of the title race - rather than being in the hunt almost to the final week.
How about if you make a transfer because one of your players is injured, if they then go on to miss the next four games then it doesn't count towards your 11 transfers? It's not easy to work out how to gauge what is a sufficiently serious injury, but that seems the best way to me...
The responsibility would of course rest on the manager rather than the league chairman to monitor the four games situation.

That hasn't happened yet for 2 seasons, so I'm guessing it's not very likely.
As I said to sprout, if a player is likely to miss the rest of the season, I may consider a transfer on lenient grounds. If they're only out for 2 months, that's your tough luck.
