yes! i wasn't expecting a reply to that. 
i volunteered to be a community artist and i haven't heard back, but that was only yesterday.
question: are there no new smileys because there aren't enough artists, or because there aren't enough people to put them into the guideml system?

I believe it's due to resources, although you'd need to speak to one of the h2g2 <./>Team</.> to find out for sure.
Smileys weren't released very often anyway, they can sometimes get carried away...

resources = staffing, programming time etc but not storage or server space - there's plenty of that
