The skaven proboly died during the Hours Hersy. But I do agree they should be in 40k 4th edition.

The Squats were 40K Dwarfs in the 1st and 2nd Edition. They were really stupid (4ft Teminators and Dwarf Motorbikers, stuff like that).
Although, I do think you could use them as Mutants or Chaos Cultists (really sick mutations!).

I've put some basic rules for 40K Skaven in my Journal, basically they're Troops for Chaos armies and are pretty much cannon fodder, but are better than normal cultists (no special weapons, though...)
