I'm very fond of otters too smiley - smiley. Most of the pictures in the library are there because they originally illustrated an Edited Guide Entry. There don't appear to be any EG entries about Otters so one way forward would be to write one and submit it to Peer Review. There's no guarantee that it would be selected for a picture but there is a chance.
