I have, on occasion re-arranged the matter of Jupitor into a massive I.C.B.M. gattling gun. I have, on occasion, turned myself invissible and whispered into the minds of leaders grand schemes of world comquest, and I designed the Center Point Station (which can blow up any star, from its stationary orbit between Talus and Tralus).
As to the rules, I don't know where they are.
