I think one reason why people don't care is because they don't seriously beleive the government could do anything with the data.
Think of all of the street killings by the Metropolitan Police over the last few years. All of them have been acts of violence against completely innocent people. You have exactly the same chance of being beaten to death by a policeman in London if you have done something they know about or if you haven't.
The outcry will start when the govenment starts directed violence against people who have done something captured on CCTV. Then the triviality of their crimes that the cameras captured will become obvious and the camera's cost compared to their value will force their removal.
