I tried to 'leave a message' for this person U1164931 and was told I couldn't post until I had logged into h2g2. Obviously I am logged into h2g2 or I would not have been able to make any of the many postings I have made this morning.

Have you tried just going back and trying again? I often get this problem, it's just from saved cookies I think or something....the server gets a bit doolally sometimes. Sometimes people find it happens with every single thing they try...you just have to tough it out I'm afraid, it's not anything wrong with your account or the other person's though I promise.

That account is a POV account and to leave a message there you have to agree to the terms and conditions of that site.

That would make sense, it looked like an h2g2 account though.
Perhaps it would be more useful if instead of saying 'We're sorry, but you can't post to a Conversation until you've logged in to h2g2.' I was actually told what hub section it was from!

Its still a problem, when I try to leave a message I get this...

So I do the click here to sign in, and get this...
"Welcome back.
Click here to start a new Conversation"
so I click the bit that says to get a new conversation and it goes back to the first you are not logged into h2g2 screen again.
Nowhere does it say POV or anything. I just wanted to say hi to this person and I am getting lead round in circles.

The problem is that this person is a Points of View user, but you haven't signed in to POV. But the skin stays as an h2g2 skin, so the sign-in link is wrong because it's getting you to sign in to h2g2 instead of POV.
Clicking this link will get you to sign in to POV. You only need to do this once.

That's a points of view Personal Space, so you need to direct your question towards the Points of View hosts, at POV dot host at bbc.co.uk.
