Why the aura of stupidity?

Whenever I think of the FBI I cannot help it but think of a heavily funded, extremely bureaucratic agency who have an amazing urge to steamroll into situations and mess everything up.
Now being English and not being aware of all the quibbles of American jurisdictional cra... stuff and slightly aware of it's history and so forth I was lead to believe that it was a National taskforce given the mandate to Investigate criminals, gather evidence of wrong-doings, join the dots, cross the T's and then let State Police make the arrest.
SO why is it that whenever I (and also, I would guess, quite a few people) think of the FBI we think of a kinda Three Stooges police force who always get it worng. Is it because of bureacracy and the fact that other agencies get more busts and therefore more credit or is it something more ?
