Seeing as whole idea of comp is to promote h2g2, I reckon it would be better to have the entries written/created onsite, then submitted at an appropriate A number.
That way everyone can see them, read them, discuss them. Well actually, I would recommend the submission Anumber should be strictly for submissions only, to keep convo list managable, with a competition home page Anumber -A38600129 obviously , for comparisons and stuff, and post-decision debates about who should really have won IMNSHO... after all, we want to generate traffic here really.
The judges however, should probably have their judging discussions off-site, just to keep the stench of corruption at bay

I am technologically challenged. How exactly would this work? Would each submission have it's own A#? Or would we have a submissions A# and the actual submissions posted like responses?

Ideally, every entry would be on-site. What better way to encourage membership and writers? How-ever, an awful lot of newbies find this site to be not the easiest or most intuitive of places to get around. Give most people an e-mail address or website to post to, at a click, and they are much more comfortable.
That web-site I have created, ... it has options of essentially unlimited e-mail boxes. Submissions could readily be directed there, and then they could be copied over to an A-page by a hootoo'r. Assuming the content is acceptable to the BBCi standards.
