A few little grammar points:

Guests of Honour have been the German Federal President --> Guests of Honour have included the German Federal President

clay pipes are smoked, these are manufactured --> clay pipes are smoked; these are manufactured

to either wear a tailcoat, or uniform if they are actually a commissioned officer on a ship
