A song, indeed
It's based on a World War II song, "Who Do You Think You Are Kidding, Mister Hitler?" (sung, and I guess written, by Bud Flanagan of the Crazy Gang).
This song is best known in Britain as the theme music from the perennial sitcom "Dads' Army" (hence the title of the piece).
