For a decimal like x=0.13666666...., I have always done it this way:
10x = 1.3666666...
x = 0.1366666....
------------------
9x = 1.23
900x = 123
x = 123/900
The difference is mostly in knowing what to do at the first step. I just multiply by the power of 10 corresponding to how many digits repeat, in this case 1.
