Chatting with someone today, I was told that Berlin used to be a filthy city with dirt & litter everywhere. Until they passed a law fining people dropping litter 500Dm. More importantly, anyone reporting the person dropping the litter and able to prove it, received 300Dm of the 500Dm fine. Those unable to pay the fine were given community service picking up dogshit. Almost overnight, Berlin was transformed.
Is this true? Can you point me to an English language site where I can verify it?

Blimey, I don't know about that, I'll have to do a bit of research.
I'll come back to you.
In the meantime, I'm pretty sure there are on-the-spot fines in all the German states for dropping litter.
