Latin translation - Help Please

Hi, I need help translating a Latin Phrase to English:
"Effem Mutritor Piscis Capitis"
Not sure if it's spelled right, but anyone familiar with Latin, PLEASE HELP! This has something to do with a police traning department motto.

Thanks, that may be pretty close. I did not have luck finding some of the words, the person who gave us the assignment was not sure if they were spelled right! What a deal coming from an instructor, huh? Anyway, I really appreciate your help, and that sounds like it may be close. When I find out what my instructor thinks it means, I'll let you know.

Effem, I am pretty sure, is not latin. Certainly not spelt like that, anyway. "Piscis Capitis" probably means "of fishes' heads" since "Piscis" appears to be the genitive plural of Pisces (fishes). Where did the quote come from - can you find it again?
