I heard some sort of Japanese legend that the Phoenix appeared to people who were going to make a Big Difference in the world. And in the first episode of the TV show, Ho-oh appears to him.

[Vekura] {Well, I guess he made a big difference in *your* life, dear, but what about the world as it is?}

[Mewtwo] }If he hadn't made that big difference, the world as it is wouldn't be here.{
