In live in a block of flats and share a communal wheelie bin. How will paying for the stuff thrown away if we have a communal wheelie bin?
I recycle a lot, if the communal cost is shared, why should I pay for the other residents who throw away everything and recycle nothing at all?
Think on.

We live in a house. We have two collections: one for recyclable and one for the tip-bound stuff. It is funded by the rates we pay.
If we shop extremely carefully we can get away with one or two bags of disposable waste per week. Our neighbours fill their bin brimful so that rubbish blows up and down the street.
Yet we pay the same.
I suppose it is called society.
I lobby for a heavy tax on non-recyclable rubbish. That would put the incentive back on the manufacturer of the product to be efficient/offer a recyclable alternative.
The tax could fund therefuse collection/solid waste site.
Polluter pays, see.
