I'm fed up with the complaints there have been in my area & nearby council areas when fortnighly collections were introduced; smells, rats, flies, overflowing bins etc. etc.
Just what do people throw away?
From our household of 2 -3 people, our black wheelie bin is barely a quarter full in a fortnight. We can usually fill our green bin & box with card, paper, garden & kitchen waste, cans & bottles. Plastics go to a nearby collection point when we're passing.
The bins can get a bit smelly inside, but are easily hosed out. Provided the waste is compressed & suitably wrapped, it takes up very little space & doesn't smell. We've never had maggots in our bin, although ants love to explore the green bin.
I do have sympathy with those in terraced houses with 2 bins stuck outside at the front, but they would have had to have a bin somewhere.

Yes, I do think people would fly tip & use neighbours' bins if pay per throw was introduced, but I do think we need more incentives. Perhaps a refund for less waste rather than pay for more.

I'd also like to see less packaging, or at least more environmentally friendly wrapping.
Perhaps firms should have to pay for each extra gram of packaging?
