B'Elana, no there is no deposit for the glasses on the Munich Oktoberfest.
For Munich residents big glasses are no great attraction. Since these glasses are everywhere, nobody would want to steal them. So there is no need to charge a deposit for them.
I also think that it wouldn't pay off to charge a glass deposit on the Oktoberfest. The bureaucratic overhead would probably cost more than the few stolen glasses. I also believe the biggest 'glass leakage' on the Oktoberfest are broken glasses, not stolen glasses.
