I think all of us bikers go through a period of paranoia. this is usually just after a near miss with a Volvo of course, just because it missed you does not mean it wasn't out to get you Anyhow the reason could be that the dense fuel vapour in the top of the tank act as an antifreeze. Or it could be that you only try to fill the tank when its empty and thats the only time you find out that it has frozen up. A blow torch should clear it or spray WD 40 in the lock, not ideal but it will disperse any water and freezes much lower.
