A female condom is called a diaphragm. It's a little latex disc that gets slipped inside the vaginal cavity and blocks entry to the ovaries. Not terribly effective. And definitely wouldn't enhance masturbation.

Sorry to disagree with you Nomad, but there is a proper female condom, it's called a "femidom", it looks like a male condom, except that it is the size of a small windsock. Not exactly comfortable, I would imagine

Female condoms: It does sound bloody awful. Agreed. "A wind sock"? Does it let you know which way the wind's blowing?
Discriminatory jokes: I think it's more of an awareness issue. As has been said, all jokes are discriminatory is some way or another, but you have to know when its time to stop.
Condom Masturbation: When you're just not sure where your hand has been.
