When prisoners do farm labour, wardens tend to turn a blind eye on not too blatend use of dagga since more work gets done that way. They are how-ever strickt in the prison intatutions itself, where posession could prolong an inmate's term of sentance.
Before cross-border cattle reposession operations dagga is fed to horses to give them more stamina in the mountanous terrain of Lesotho.
