yes but technically anyone can 'play' the banjo. It's just no-one can play it well.

I know two who can play properly..

then they aren't playing /real/ banjos. They're playing things that are very nearly banjos but not quite. Real banjos are defined by being played by a man on a rocking chair with a shotgun beside it. The man must be drinking whisky and missing teeth.
They're playing stringed instruments which are almost banjos.
