The first thing I'd suggest is become a famous (though dubiously talented) actor attached to a mould-breaking and Universe-embracing telly-show (like Star Trek) and decide to release a record; many will buy it simply to have it, although being asked to sing in public may require a variety of life-insurace similar to that given to astronauts.....(and this response is bound to provoke the ire of all the trekkies who'll come out swinging and say that both William Shatner and Leonard Nimoy are gifted actors that don't get enough exposure.....they still can't sing.)
Another suggestion would be to start another music-movement (like "grunge" or "punk") that appears to require little demonstrable talent and yet has(d) a huge following...and of course, make sure of your marketing; these days, PR and marketing will make people buy just about ANYTHING.
