Could it have been Sonny Bono?
He lived in Florida and I think he was a Senator for the state at one time.

In 1981 My dad had a small boat, and on portions of Turkey Creek they posted speed limits to give the manatee time to get out of the way of the boats. I lived with him from 1984-1986 but don't remember any charities there.

The Floridan manatees have suffered badly from having their habitat destroyed. Also a lot were being killed by the propellers of power-boats. There are speed limits for power-boats in the places where manatees are likely to be - if a boat is going slowly, a manatee will get out of its way.
