I grew up with Dixon of Dock Green on the TV - I remember well the avuncular Sergeant giving a brief moral message at the end of each episode.
The series that really started off cop shows however was Z cars, followed by Softly, Softly & Barlow. They're the good solid coppers I'd like to have around.
As I recall, the private lives of the cops was secondary to the crime solving. These days I think cop shows have swung too far the other way, beyond the credibility of making them ordinary humans with problems of their own, into the maelstrom of artificially complex soap life.

My favourite non-Brit cop was Rockford. James Garner living in his mobile beach home - great stuff!
