The general consensus appears to be that they do absolutely nothing and are just a way to be friendly by giving flowers and jewellery!

Ahhh.. So those items you -can- give away? You (supposedly) can't give away the scrolls and potions. I don't think I want to pay that kind of money on something to give away just yet... much better spent on SoTels.

I suspect they may have some use... might have to be the one on the receiving end to tell, and watch all the numbers very carefully.
