I was wondering if anyone can tell me the significance of the female wheelchair user at the top of the page next to the icon that is mentioned in these other postings. I look forward to your replies.

Do you mean the Peer Review banner?
That's actually, I believe, a fish riding a bicycle. Deriving from the time-served phrase 'We need so-and-so like a fish needs a bicycle'.
What the so-and-so that h2g2 doesn't actually need is, is unclear.
