I had a thought. How about bagging or reserving all of the *interesting" numbers and selling them off like the DVLC do with number plates. Payment to be made in virtual s perhaps

You ever see a TV show called the Sandbaggers?
IT was some seventies Secret Services type thing, some tiny but incredibly dodgy governmental dept which assiniated people and stuff - it was superb, and had a great theme tune which is trying tp make itself heard in my head, but I cant quite remember it.
The Sandbaggers was repeated on Uk Gold about 5 years ago - I am of course far too young to remember the 70s at all effectively
