Is there a way to use a fraction to put words above and below to spell out what it being done. It would make this far easier to understand.
I would like to write
( Votes )
(----------) + 1
(Seats + 1 )
At the moment I've writen
(Votes‾Seats+1) +1
Which gives this
(Votes‾Seats+1) +1
Can anyone help?

I think you'd be best doing it in a table:
Votes
+ 1
Seats +1
