Didn't they say the bodies seen being loaded onto trucks were parachute dummies from a parachute test drop? I'm not a big believer in government conspiracies (government isn't that adept and conducting its business to pull off anything really tricky!.
(I know, I know. Governments only want us to think that they're really inept, when in fact, they are highly sophisticated and clever... bah!!)
