Natural Calamities like earthquake or dingo virus need instant treatment, pre-caution and post-caution.
Terrorists and war conductors both destroy human lives and economy creating artificial calamity although the latters' deeds are believed as a bigger scale terrorism massacring more massively and tragically in hours than what all the terrorists can do in years.
War conductors who abuse their official power and influence for introducing and conducting wars one after another here and there should deserve more severe punishment than it should be for the private terrorists or else because the latters destroy humanity privately, whereas, the formers do so officially.
