Such an entry
I'm just a little conflicted though - since a Certain scout's name is listed as a researcher, then that Certain scout could not recommend this when it is that Certain scout's turn (on wednesday, for example). Ah well, such is life - there is both the bitter and the sweet.
However, if there Was Another scout hanging about just looking for something to pick, why then this would be it.

I had the same problem recently, and there's a way around it. If a certain Scout wanted to recommend this, then could say, whistle, and I could remove their name, so the button would appear. I could then have a word with the sub-editor if the recommendation is picked by the Editors, asking for said Scout to be relisted as co-author.

That sounds devious to me - but I'm sure that a Certain scout with more convenient scruples wouldn't mind.

The names of species shouldn't be capitalised, unless they are named after a particular person. For example, 'Bryde's whale' is correct as it was named after a Norweigian whaler, but 'Sperm whale' is incorrect. You'll need to remove the capitals from almost all of the species names, unfortunately.
I'd also prefer not to have my name added to Entries that I haven't contributed significantly to, as you know, so I've removed my name - but thanks for the thought

Just giving this a final squinty-eyed look:

Only remaining instance I found where capitalized names should be lower case.

Should this be '...lamps and was used...'?

I'm not sure what 'this facility' is, but from the text that follows it I'm guessing that you have sanctuaries in mind. Does this convey your meaning: 'Countries can promote Whale conservation by creating sanctuaries and providing tourists with access to them, garnering...'?
Pretty minor stuff, hey? I think this is in great shape.
Btw, I visited with a Certain Scout - on the QT - and while this Certain Scout thinks that a Certain Idea is wonderfully mischievous - this Certain Scout would love to recommend a Certain Entry based on its own whale-sized merits and will remain as a relatively anonymous squid in the PR pool.
