A major problem associated with any government is the corrupting influence of power. Always there will be persons who seek to wield power over others; inevitably, those persons become corrupt. Often corrupt governments use terror tactics on their people in an effort to retain hold on power. Usually, this becomes a problem when governments become large, more concentrated, and more secretive. Power is the primary motivating force; money is secondary and an enabling influence on power.
