They should be able to actually... it'd just be illegal to steal from a licensed thief or assassinate an assassin... cuz then someone out there could make a police force and we'd be constantly at war.

Nah it not illegal to assassinated an assassin. Most of them become assassins so that they can know about the methods of assassins so that they can avoid getting assassinated in the future.
And its illegal to arrest licenced thieves. And licence thieves should be the only ones who thieve at all. Otherwise it is illegal unlicenced thieving. And then they get assassinated or i put a bounty out on them.
Maybe both.
