Assuming h2g2 think that this might work, there should be something besides the "...review..." or "...considered comments..." bit in the title of the discussion thread initiated by the critics. Maybe a small collection of symbols that the editing staff could search for when sorting out entries to be reviewed or rejected. To what extent do they consider comments already made when accepting/rejecting articles? You ought to see if the PTB could put some advice on one of the opening pages concerning the titles of new threads - if they were labelled as either esoteric banter or serious commentary of the content of the article they'd be easier to sift through, both for a browsing person and the article's author looking to improve the entry. Little symbols along the lines of the things indicating this in the thread headings would be useful.
As for a "position" people could take where they spend all their days here making construcive comments - tricky. It's basically what they asked us to do in the beginning by going to the discuss button. If everybody remembered to make a serious comment in one thread before starting up another blithering about nothing very much this work would be done. Content, grammar, spelling, success of jokes and page layout could all be covered. Everyone needs reminding again that this was the original aim of the fora - they do have a serious purpose besides being a place in which people might wibble at each other.

I think this depends on the editor. When I get each batch or articles I immediately reject those that are unreadable or blatantly crap. Then I will accept those that I think are guide worthy, and edit them accordingly. For ones I am not sure on, I may well go to the "live" page and check out the forums. If it so happened that there was a whole bunch of criticism there it would almost certainly help one way or another.
