It depends what your intentions are for it. If you want it to be edited and find a place in the Edited Guide, then PeerReview is the correct forum, as long as you consider it finished, and as long as it conforms to the Writing-Guidelines.
If after reading the guidelines you feel that it's not suitable for the Edited Guide (I think it could be with a little work), you might want to consider submitting it to Writing-Alternative from where it could taken up for The Underguide, The Post, or AGG/GAG/CAC.
If you want it to go to either of those places but you think that it's a good way from ready, this is the correct place because others will give help and pointers on how to finish it.
