Well, you could always use

At best it looks slightly tipsy. But only slightly. I've know people who've looked higher than that on cordial. And it wasn't even red!!
It's just not drunk enough. It's not even having a fun time. It's like the loser-in-the-corner-who-went-out-for-a-drink-and-has-only-just-started smiley.
Or possibly just the 
smiley once he's been hit over the head. It looks as though it could have just been dazed.
