You've forgotten the % sign in HEIGHT and WIDTH. So what you have done is set pixel sizes rather than percentages. You can demonstrate this to yourself if you don't believe me by choosing another image whose normal size is totally different, eg rectangular.
There is also a problem/bug with using percentages to enlarge an image because of the TABLE wrapper into which the IMG generated by the PICTURE tag is actually put. It does not adjust to the new size and the image is clipped.

I meant to change % to pixel but then forgot.
So that explains why I couldn't get the picture to enlarge using %...

Are you going to change the size of any smileys? That's something which digibox users like to do. Even specifying the original size is helpful as the boxes seem to randomly mess up without explicit HEIGHT and WIDTH.
