It's the Criterion Bar, a.k.a. "The Crit". (Just think of badly dubbed Japanese porn... 
)
It's a bit spit-and-sawdust, or rather was the last time I was there, which was about 1999... 
I know the bar's still in the same place, but I haven't been in it for a while. 
It's only redeeming feature is that it's almost impossible to miss - it's directly across the street from the bus station, which is next to the train station car park.
