Just two notes:
A dog's tail isn't a good sign of whether it is playful or not. When a dog is unsure of what to do it often wags its tail quite hard, so if it is sizing a person up it may very well be wagging it's tail.
Another idea is that if you have something with you, like a backpack or briefcase, if the dog begins to attack hold the item between you and the dog. The dog will often take hold of the item thinking it is you. At this point you don't want to let go of the item because the dog will quickly realize it isn't you and turn it's attention back to you.
