The kia ora bit is slightly ambiguous: "It is hard to believe that that it was only in the 1980s, that ‘kia ora’ was allowed as a greeting in the reception areas of public and private business" could be taken to mean either "It is hard to believe that that it is only since the 1980s, that ‘kia ora’ was allowed as a greeting in the reception areas of public and private business" or "It is hard to believe that that it was only as far back as the 1980s, that ‘kia ora’ used to be allowed as a greeting in the reception areas of public and private business" (implying that it no longer is).

I teeter towards the first reading but only after deliberation.
