well, it's not meant to, since you are meant to surprise the head of the group, however, you could create an elaborate surprise to one of your group members and that could count.

sure are. since you are one of the first members, you can be a Division head. a division head is in charge of a division, and has to make at least 1 surprise a month. if you would like to be a division head, pleas post a division you would like to head, connected with surprising. i think surprising and shocking are both taken.
