Re-read the bit on box junctions.
As I understand it, you ARE allowed to wait in a box if you are turning right and your way is NOT clear.
If you're making any other movement, you're correct that you should not enter the box unless your exit is clear.

Also not quite right is the footnote stating that emergency vehicles have exemptions *when using blue lights*. Not so, they are exempt because they're emergency vehicles, the blue lights are merely to help them make progress.
